What is the ACI System?

The Advanced Cargo Information (ACI) system is a digital platform designed to streamline and secure Egypt’s import procedures by requiring the submission of shipment data and documents electronically before cargo departure from the country of export. The system ensures that all relevant authorities are informed in advance and allows for risk assessment and pre-clearance before goods arrive in Egypt.

Step-by-Step Registration & Responsibilities

1. Egyptian Importer

  • Register the importing company on the Nafeza platform.

  • Register authorised individuals within the company.

  • Obtain a certified electronic signature (e-token) for all authorised persons.

2. Customs Clearance Companies

  • Create a company account on the Nafeza platform.

  • Register company representatives.

  • Ensure all representatives have valid e-tokens.

3. Foreign Exporters

  • Create a company account on the CargoX platform.

  • Register authorised personnel.

  • Ensure all shipping documents include:

    • ACID number

    • Exporter and importer identification numbers

    • HS codes and item descriptions from the commercial invoice

  • Send shipment documents electronically to the Egyptian importer via CargoX.

4. Carriers / Shipping Agents / Freight Forwarders

  • Submit pre-shipping details to Egyptian ports via Nafeza’s integration mechanism.

  • Submit the shipping manifest to Egyptian Customs via Nafeza, including:

    • ACID numbers

    • Exporter and importer identifiers

  • In cases of consolidated shipments (Back-to-Back), submit sub-bills to match with the master bills.

5. Foreign Importers (e.g., Sudan – Libya)

  • Register on Nafeza through an Egyptian transit agent as per Customs Authority Instruction No. 55 (2021).

6. Embassies, Consulates & Government Entities

  • Register via Nafeza or through a licensed customs broker.

  • Obtain an ACID for official or personal use based on agreements with MTS (Misr Technology Services).


ACI Compliance Guidelines and Procedures

A. Shipment Pre-Approval

  • Importers must submit shipment details before cargo leaves the export country.

  • An e-signature is mandatory for submitting data on Nafeza.

B. Exporter Registration

  • Exporters must register on CargoX and provide detailed information, including:

    • Country of registration

    • Company name, type, address, and contact details

C. Submission of Shipment Data

  • Importers or their brokers must:

    • Enter preliminary shipment data

    • Upload all required import permits and documents via Nafeza using an e-token

    • Include accurate HS codes and other customs classifications

D. Risk Assessment and ACID Issuance

  • Nafeza assesses the shipment’s risk profile.

  • Approvals are granted within 48 hours with an ACID (Advance Cargo Information Declaration) number, or a reason for rejection is issued.

E. Right to Appeal

  • Importers can appeal a rejection within 3 working days, supported by relevant documents.

  • Appeals are resolved within 2 working days.

F. Notification and Document Flow

  • The ACID is sent to the importer and exporter via email or verified electronic methods.

G. Invoice Submission

  • Electronic invoices must be submitted with:

    • Importer/exporter registration numbers

    • ACID

    • HS code and local customs tariff

H. Post-ACID Amendments

  • Shipment data can be modified post-ACID issuance, excluding the exporter/importer details, and will trigger a full reevaluation of risk and compliance.

I ACID Validity

  • The ACID is valid for six months from the registration date.

  • Extensions are allowed upon approval by the Ministry or an authorised official.

J. Document Submission by Exporters

  • Exporters must send all documents (invoice, packing list, bill of lading, etc.) through CargoX, including the ACID.

K. Carrier Responsibility

  • The carrier must electronically send Nafeza a complete manifest within 24 hours of the vessel’s departure, including all key identifiers (ACID, BL number, importer/exporter ID).

L. Platform Verification

  • Nafeza verifies all data received electronically and notifies the importer accordingly.

M. Shipment File Review

  • Importers or brokers can access and verify shipment files using ACID on Nafeza, approving them via e-signature.

N. Global Code and Product Info

  • Commercial invoices must specify global product codes (e.g., GS1 or equivalent) or part numbers if unavailable.

O. Pre-Clearance and ACID Verification

  • Carriers may verify ACID via Nafeza before loading.

  • Importers can initiate pre-clearance procedures via Nafeza to expedite release.
